The AFFA Licensing Committee has granted permission for "Gabala", the champion of the First Division this season, and "Imishli" and "Karvan", which took the second and third places respectively, to participate in the Premier League.
"Report" informs that the decision was made at today's meeting of the Licensing Committee.
At the meeting, the documents of the clubs that applied to participate in the UEFA men's and women's club competitions, the Misli Premier League, the First Division and the AFFA Top Women's League in the 2025/2026 season were reviewed.
The AFFA Licensing Committee, based on Article 9 of the Regulations on Licensing of Azerbaijani Football Clubs (Edition 2024), made the following decisions after discussions:
The following clubs are licensed to participate in the Premier League:
"Baku Sportinq", "Difai", "İmişli", "Karvan", "Kəpəz", "Qəbələ", "Səbail", "Şamaxı".
The following clubs are licensed to participate in the First Division:
"Cəbrayıl", "Dinamo", "Hypers Quba", "Qaradağ Lökbatan", "Mingəçevir", MOİK, "Şahdağ Qusar", "Şəfa", "Şəmkir", "Şimal", "Zaqatala".
The following clubs are not licensed to participate in the First Division:
"Araz Saatlı", "Füzuli".
The following clubs are licensed to participate in the AFFA Top Women's League:
"Araz-Naxçıvan", "Baku Juniors", "Dirçəliş", "Qəbələ".
It should be noted that, in accordance with Article 14 of the Regulations on Licensing of Azerbaijani Football Clubs (Edition 2024), clubs that have obtained the licenses listed below in the 2025/2026 season are automatically considered to have obtained other licenses:
• Clubs licensed to participate in UEFA men's competitions are automatically considered licensed to participate in the Misli Premier League and the First Division for the same season.
• Clubs licensed to participate in the Premier League are automatically considered licensed to participate in the First Division for the same season.
• Clubs licensed to participate in UEFA women's competitions are automatically considered licensed to participate in the AFFA Top Women's League for the same season.
